is there a video showing the difference between a 20 series with RTX and without RTX say a 10 series? does the RTX make a big difference?

There are plenty of videos on youtube showing the differences of ray tracing on and off. Did you try looking there?

Low res, 1920x1080 = 1080Ti High res, 2560x1440 and above = 2080Ti This is what I am doing right now.

What difference are you asking about? As was mentioned if you're asking about Ray Tracing effects per game, you'd have to look at each title that supports it. The same for the performance hit using it. I am not aware of one video that has all this in one place, and generally just one source is not ideal either. You'll have to do your own foot work. Early adopters have to find their own worms sometimes.

One thing to also keep in mind about the performance hit is the type of game you like to play. Multiplayer you might want more frames while single player you might want the best graphical experience. Then again in multiplayer you might like the reflections offered by ray tracing since they can show people behind you while the 1080Ti wouldn't show that.

I'm not sure what you mean by this. The RTX 2070 is somewhat below, the RTX 2080 is somewhat above a 1080 Ti, in non RTX settings. Of course RTX models are a lot better using RTX. A 1660 Ti would be downgrade from a 1080 Ti it would be somewhat of an upgrade from a GTX 1060.

It depends upon what you're trying to do. You do not have to use RTX effects. They are a toggle in the game menu. I'm still on a 1080 Ti because the 2080 Ti sans RTX just was not a big enough jump to justify the cost, IMO. Someone upgrading from a lesser model may make a different calculation. I am personally waiting for the next gen. I do not know how desperate you are to update or your budget. The simplest advice is: get the best you can afford.
