For years I was running my 6800K at 4.2 GHz (42x CPU multiplier) on this X99 Micro 2 mobo, but at some unknown recent time (weeks/months?) the CPU multiplier has been locked at the default max of 34x in Windows 10. So long as Turbo Mode is enabled (requires EIST enabled, too), the 42x CPU multiplier seems to still apply at boot because I can see it in the BIOS monitor after a save and reset (and will stay that way after subsequent restarts from Windows). But once I'm logged into Windows, it'll be locked at 34x according to CPU-Z, HWMonitor, RealTemp, Intel XTU, etc. If I UNDERCLOCK the CPU to a multiplier of, say, 20x, then it will correctly stay underclocked in Windows. I'm aware that Intel's microcode update, distributed via Windows Update, to patch Meltdown/Spectre vulnerability broke overclocking on Broadwell-E and a BIOS update was required to fix it. It seems this was first released in Sep. 2018 as a KB and then became part of a core feature update later). I am running Windows 10 Pro, version 1809. Build 17763.rs5_release.180914-1434 (or as stated in Settings/About: OS build 17763.805) Windows Update is configured to update from the Semi-Annual Channel, with Preview Builds and Feature Updates deferred 180 days. I currently have no pending updates. Here is what I've done/tested, both in combinations and all at once: - Attempted OC on BIOS updates 2.02 (original that I had), 2.05, 2.06, 2.07, and 2.08 (latest available and currently using)
- Taken ownership of and renamed/deleted C:\Windows\System32\mcupdate_GenuineIntel.dll (file version 10.0.17763.1, modified Sep. 15, 2018). As I understand this is Intel's microcode update and is applied by the OS during startup, replacing the code already loaded from the BIOS if the BIOS's version is older, right?)
- Used InSpectre.exe (Release #8) to disable Meltdown and Spectre protections
- Disabled Intel Turbo Boost Max 3.0 Technology Application Service in services.msc (controls ITBMSvc.exe)
- Ensured Power Options advanced settings have minimum and maximum processor state at 100% (high performance preset)
These are all the factors I could think of that could potentially be capping the multiplier to 34x. One curious observation that may be relevant: If I tell RealTemp to launch at startup and log in quickly enough after booting, then when the RealTemp window pops up it'll show the intended 42x multiplier initially displayed for the FIRST TICK ONLY, then it'll show the locked 34x from then on. This could just be RealTemp displaying the multiplier set in the BIOS before polling for the current CPU state. I've been at this for 5 days trying to get anything higher than the default 34x multiplier in Windows and am about to give up. Can anyone help? Edit: Intel XTU shows I have microcode update 0xB000036

Edit: nevermind :-p I missed the part where you are aware of the intel mitigation issue. I believe that is your issue.

I'm experiencing the exact same issue on my x99 FTW K an i7-6800k
Multiplier of 42, has worked since I owned the thing, won't stay on when booted into windows. Bios shows 4.2 GHz, even task manager if I open it quick enough will say around 4.2 GHz, but then drops down and never goes above like 3.5 or so.
Really need a fix for this.

Use the Update Assistant to update to the latest version of Windows 10 (v1909) if you have not yet..Roll from there. To see your current version, type winver in the Search box and press Enter.

That is the way it is supposed to work with the default BIOS settings and C-states enabled. It should drop to 1200, depending also upon your Windows Power settings. 2.06 BIOS was the initial when they started messing with the ucode in Windows. 2.08, is post EVGA contacting intel and making them aware of this issue. Hopefully we'll never see it again. Took me a couple of month to get action the first time.

Have you folks updated your BIOS? Updating Windows will not fix this. You need to update your BIOS with the new ucode.

Thanks for the reply. As stated in the original post I've tested several versions including 2.08 and have been on 2.08 ever since the tests. I flashed it again today after Win updates just to be sure. I've since updated to Win version 1909 and ran another Windows update this morning, so I'm current. With the feature update to 1903 ( or perhaps 1909), Windows installed a newer version of mcupdate_GenuineIntel.dll, dated 3/18/2019 and versioned 10.0.18362.1. Am I really the only person here with BIOS v2.08 who still can't keep the OC in Windows? For anyone else who has an OC'd 6800K: - What microcode update does the BIOS say you have? Is it B000036?

I'm not sure what you have going on here. What do you mean, tried different BIOS versions? Are you on BIOS 2.08 or not? On a clean install of the latest release version of Windows 10 and the latest BIOS 2.08, you have to do nothing. It should work. If not, you've got something wrong in your OS or your BIOS.

Please update to Windows 10 1909. Thank you. I do not know why you're still on 1809. I just noticed you also had feature updates and fixes disabled.  And no, there's no way to correct this with the work arounds that I and others were able to use earlier. So, updating to 1903 should resolve it.

I'm sorry, but your responses to me suggest you're only skimming parts of what I write, yet you offer advice. Am I poorly formatting my posts or making them somehow unclear? === Anyway, just last night I remembered something that might be important: When I built this machine in 2017, I recall Turbo Boost Max not actually functioning from the very beginning; it never actually boosted clock rates of any of the cores under load. Later, when I attempted OCing, I was unable to OC from the BIOS until I uninstalled the Turbo Boost Max driver. I think I now know what happened. When Windows installed the 1809 feature update in October, it reinstalled that driver and thus broke my OC just as it did in the beginning. I took a screenshot of my update history before jumping to the 1909 feature update and saw this:  That's the Turbo Boost Max driver. So I think the problem could be "solved" and regain the OC if I can permanently uninstall that driver again, but now every time I try to uninstall from the device manager and reboot something reinstalls it. Judging by the timing in Event Viewer, the driver seems to get reinstalled right away after power-on, even before I can get into the BIOS monitor. When uninstalling the driver there is an option to "Delete the driver software from this device," but I haven't tried it. I wonder if there's a way to create a backup to restore in the event that its deletion prevents Windows from booting...

Yes, see Post #4, again..Click Update now to download and run the Update Assistant.
And stop monkeying around with Windows files and disabling stuff or you might bork it (if you haven't already) to the point you need to do a repair install.
