GIMP
adobe express
but not very much...
Gimp seemed easier for newbs & Adobe was probably better if you are familiar with their other products .

ive been using gimp but the file extension seems not to be recognized by the masses, so once editing is done i use the snipping tool to save it as a jpg extension.

Click Export, man. You can export it as all sorts of common file extensions. The only thing is that you often lose your layers (flattens down to one layer) or transparency (depending on exported file extension) when you export, so you should save in GIMP's native format as well if you plan to make adjustments to that image in the future.
