Random Desktop Distortion

Been getting some random color artifacts/distortion. If its going to happen it happens only when i first sign into Windows. And the weird thing is that its only on the desktop and windows explorer. I can launch a game or Google Chrome and all of the colors are normal. I will attach a picture of when it happens in the post. I went ahead and did a clean install of Windows today. Thinking maybe my OS was corrupted some how. Do you guys think this is driver related or maybe I will need to RMA? A friend of mine said it could be display port related? Which I could believe Ive seen weird display port bugs over the years.
 
My Specs:
i9 9900k ( NO OC)
EVGA RTX 2080 XC
32 GB of DDR4  RAM
EVGA 750 G2 PSU
Windows 10 Pro

    Try a new cable or try hdmi....?

    I'm trying the clean install of Windows first. It literally happens like once a week. So its hard to pinpoint. Next will be a new cable. Then I figured RMA after. If the issue persist.

    So far so good after reinstalling Windows 10. I'll keep that site in mind if the issue persist. I am currently using a monoprice display port cable. But its about 4 years old. Thinking maybe I should replace it.

    I can't quite make out what monitor that is ? 
       If it is the Samsung curved gaming monitor, I had 2 of them go bad internally within around a year & 1/2 . Then one Samsung 'repaired'  and sent back had the internal power board blow out within a few months.
    I was really disappointed in the monitor & with Samsung.

    That is interesting I have the Samsung CHG70 32 as well.

    Yeah its the Samsung 32 CHG70. I've been liking it so far but the HDR is kinda buggy. I dont really use the HDR feature anymore.

    I am loving mine as well and since getting that cable the HDR has been fantastic.  I also had to disable windows 10 "fast startup" because otherwise I had to reset the brightness of the "SDR content appearance" every boot.  Once that was disabled with the new cable I have zero problems with HDR.

    Happened again today... So I decided to do a test. Instead of restarting the computer which normally gets rid of the distortion. I decided to unplug the monitor and hold down the power button to drain any residual power and plugged it back in. The distortion and messed up colors went away. So with that said, it must be either the monitor or display port cable?

    I'd try a certified display port cable first! Maybe the one your using now has a iffy connection after awhile and the monitor freaks out with the bad connection.

    I haven’t tried HDMI. I tend to stay away from HDMI. But I could test with that next.

    I forgot to mention/ ask - what Hz are you running it at ?   100, 120, 140  ?
     
    DO this in your testing- when it messes up , hit the controls button on the panel and change the Hz down a notch & see if it clears up.  
     
     That was when I knew the panel was going out on my Samsung . It could not take the speed it was rated for anymore & I had to warranty it ( twice  )
