Clear CMOS to return the BIOS settings to default and try again.

Use the Win10 Update Assistant which might be more easy..There are also instructions on that page for creating Win10 installation media.

Not about the board. Your new ssd. Can you try clean install the system on another fully formatted disk?

Yes, try ssd 40gb, and IDE 1TB, M.2 ssd 120GB  I can formatted all drives, with no problem on other system and boot fine.

and so try all these drive clean format,.

the problem is,  when EVGA board try boot windows for the first time from USB stick its when the error show.

I boot hackIOS mac stick, and I can boot Ubuntu system.  But not windows.

    funny bug.

I boot into bios, I can  test cpu strees., I can overclock 4.6hz and do cpu strees test & passed.

if cpu was bad or board., then I would get CPU error failure or board wouldn't even boot.
    tested graphic card ok
    tested memory ok
tested cpu on other board ok

Try using a different usb stick. Try installing windows from a usb 2.0 & 3.0 port.

Ran "AIDA64" information of this processor I have install on the EVGA Micro X299 Board.
previously stated that I had MICRO CODE Processor Error " Unable to identify processor"  in the beginning, but it never appear again. I just found out that
this processor came from a previous configure system like HP or Alienware system., when I try to get intel support. They said contact computer manufacture for support.

I think I found the problem,
    core 1 ok
    core 2 ok
core 3 not working no boot
    core 4 ok
    core 5 ok
    core 6 ok

the system booting into windows fine on 5 core only. is it possible that CORE 3 is dead or not working.
the funny thing is that can run a cpu stress test in all 6 core and overclock all 6 core within bios. is there a way to test cpu core by core?

Yeah, look like you already tested them one by one by trying to boot into windows with the others disabled.

    ok, disable 1,2,4,5,6
try to boot on core 3, got code error 60,62
back again to 1,2,4,5,6 booting ok.  yea it look like core 3 is dead, it wouldn't boot at all.

    When Installing Windows from USB
You must ONLY use a USB 2.0 stick and a USB 2.0 port
That's how Windows has it set up to be backward compatible
Been like that forever (Says it right on the installer site)
However, some Mother Boards will boot from USB 3.0 socket but most won't

    Best regards, Rick
