2080TI XC Hybrid 3rd RMA

Hello All-
 
Hoping anyone on the forums can guide me in the right direction. I am on my "3rd" RMA with the 2080TI XC Hybrid.
 
  1. 1st One - randomly died and wouldn't power on.
  2. The RMA Received after 2 months started to have artifacts all over when playing games such as Call of Duty or GTA and especially when rendering 4K video with premier.
  3. RMA for the second card, lost by UPS. Still in a active investigation and EVGA holding $1300 of my funds.
  4. Just received the RMA for the lost/second card and I am still getting artifacts.
 
I swapped out the card with my old 1080ti and no issues. Leveraged a buddies founders edition 2080ti card, no issues.
 
What am I doing wrong? Please help. I am desperate at this point.

    Well, usually if you put in a different card and everything is fine - that pretty much tells you the other cards are broken.
     Just seems like an odd run of bad luck...? , but you should list all your system specs .  
     
    Obviously a 2080 ti XC hybrid is going to pull more power , so maybe your PSU is too weak to run it ?

    Thanks for the reply. I’m running a 1000w Corsair platinum power supply.

    I9 Intel processor with 64gig of ram.

    I underclocked the card by 200% and it works perfectly fine. Does this mean that it’s the card 100%?

    When I monitor my PSU voltage within my bios, it is holding steady at 12.00v
