EVGA Z390FTW (Pwr_fan) + EVGA Supernova 750 G+: Can this MOBO fan socket monitor PSU fan? Is there a
connection on PSU for this?

    To add to Sajin's answer, the PWR fan header is just another fan header on the board.  If you go into the BIOS, you'll see it represented by name, similar to CHA.  It's generally just a legacy naming holdover from motherboards of yore.  Otherwise, it's not designed to have a special function, such as reading PSU fan speeds.
