I would set your CPU to "Finish" ... once you get credit for the WU & after the "cleanup" delete the CPU ... Not Much PPD for the Watts used
 
Keep the CPU if you really want to ---> set it to use less threads though - currently using 11 of 12 threads  - but only 6 physical cores on i7-8700K
 
Did you request your passkey ? -- you want it for the Folding bonus points

          VRel =  Performance is limited by Voltage reliability
 
           VOp = Performance limited by Max operating Voltage [Hardware limit]
 
 
---> Are you Using two separate PCIe power cables - from PSU to GPU ?
 
Are Temp & Performance Maxed in your OC software ?
 
Did you add more Voltage ?
 
PSU & age of the PSU ?
 
Windows set to performance Mode ?
 
HD set for Never Off ?
 
Nvidia control panel --> Set to Performance ?  (what if Any changes have you made)

Every WU is a little different ... happens - No Worries
 
CPU - Folding is not a good return on your electric.   GPUs do Much better PPD @ less Watts. 

GPU Folding does Not require or like much of a CPU OC ---> Game or Benchmark Stable OC of your Rig can prove to be Unstable while Folding or Crunching
 
CPU Crunching (BOINC) - watch your Temps .. & leave 1 Core (Not thread) for the OS & 1 Core for Each GPU that is Folding

Yes, the 90 seconds is normal.
the CPU and GPU interact with one another.
If you look in Windows task manager, you'll see at that time an increase in GPU copy, where the GPU copies the result to the CPU and back, and a brief interruption on GPU workload, and it's dependent on the type of work unit you're working with.
Perfectly normal.

If you're overclocking, you might want to test out if a higher or lower overclock affect the drop, as the second reason could be an unstable overclock.
So keep your eyes on the log.
Third, you can go to the Nvidia settings GUI panel in Windows or Linux, and set the GPU to 'performance' instead of 'auto'.
This will keep GPU clocked high, even without a workload.
It can accelerate your work by bits, but it could also work in the opposite way.
Like, your GPU won't cool down, causing it to have higher temperatures, and this lower performance.
Also, when for whatever reason, a project stalls, your GPU will be using more power, without doing work.
