Yes, the 90 seconds is normal.
the CPU and GPU interact with one another.
If you look in Windows task manager, you'll see at that time an increase in GPU copy, where the GPU copies the result to the CPU and back, and a brief interruption on GPU workload, and it's dependent on the type of work unit you're working with.
Perfectly normal.
If you're overclocking, you might want to test out if a higher or lower overclock affect the drop, as the second reason could be an unstable overclock.
So keep your eyes on the log.
Third, you can go to the Nvidia settings GUI panel in Windows or Linux, and set the GPU to 'performance' instead of 'auto'.
This will keep GPU clocked high, even without a workload.
It can accelerate your work by bits, but it could also work in the opposite way.
Like, your GPU won't cool down, causing it to have higher temperatures, and this lower performance.
Also, when for whatever reason, a project stalls, your GPU will be using more power, without doing work.
