ok sorry i misunderstood,So when i am 99% gpu bound running the gpu faster will lower this? Am i correct in assuming that when a game shows cpu 23% and gpu is 99%,that my gpu is the weak link? I thought bound and utilization were the same

Only in this benchmark. Look at my first pic in the op compared to my last one. 98% vs 73%.

That would tell me that the game is more gpu bound.

Got my RTX 2080 Ti and gave this a try... This is the card at stock and my i7 9700K at 5.2GHz

Sajin, I'm curious what your CPU frequency, GPU frequency and memory frequencies were on the test you scored 129.

If I have some extra time later, I just might toss the RTX 2080 Ti in with my i7 7820X to see how it runs on my X299 set-up instead.

4.4GHz on cpu. On the gpu I was at +135 on the gpu core, +1000 on the memory, fans at 100%, power target at max.

4.4GHz on cpu. On the gpu I was at +135 on the gpu core, +1000 on the memory, fans at 100%, power target at max.




I never thought to push the memory that far. Sure enough mine supports that kind of overclock. This is what I got with +140 on the GPU core and +1000MHz on the GPU memory. My processor is still running at 5.2GHz.

I forgot to update. I ran the RTX 2080 Ti on my i7 7820X and it did worse. However, I did finally break 130FPS

Oh directx 11 you truly were awful, sure my DX12 benchmarks results are about the same with the same settings however it does play much smoother then DX11
But pascal does show its age in this game, though so far this is the only game in my steam library that give me these results and is the only reason why I did not change it out yet.
We shall see if the RTX 3000 series will do its promise of being a little cheaper and or if the RX5700XT will come down in price (and AMD to fix the drivers a bit more).

I believe that NVIDIA  is trying to figure out ways to decrease costs. Well we'll find out in a few months.

Yeah lets hope so.
The annoying part for me though is that the latest nvidia drivers did bork dx12 on this game and its relationship with my card.... rassin frassin.
I have to use a older driver for now.

Okay retook the test for a sanity check, this time with actual numbers I get in game:
 

 
Now thats a bit more like it, still far from the results of others but in game I actually more average 70FPS.
I will still take this result as it shows off how Pascal has handled this game knowing how people with 1080's and 1080Tis have fared.
I mean if I certainly had $2000 to dump into a GPU yeah i would get the 2080Ti but i dont.
But i am still looking at the 5700XT or the RTX 2060 Super as replacements when its time to upgrade.
Same goes with anything newer, this is why I hope the RTX 3000 series rumors are true and are reasonable.
Things are looking up regardless as if its the real thing that is showing its staying power is my Ryzen 5 3600 as I have been nothing but happy with it in every other game.
I blame my woes on my GPU in this game but considering its the only game i have with these dips in benchmarks I still take that as one in the win column.
For me its more about what i was able to get at the time still being good, the RTX line from nvidia and the Navi cards still have much to prove before i decide to invest in a newer card.
I say in another year i may be getting a new GPU but only time will tell.
But the price and performance per dollar has to be right.
Getting a $300-500 GPU does not bother me as long as it can show me its worth it.
My 1070Ti still shows its metal though in most other games so thats why i am not fussed here.
Its clear that Shadow of the tomb raider is very biased to high end hardware and or RTX cards.... crap I cannot afford.
And sure its nice to show off but when you dont have the finances you have to get what you can get.
Still its cool to show off a more.... realistic score rather then one inflated by a overpriced GPU.

That's on high settings though, not highest. -- On the first page I posted my results for a RTX 2060 Super and RTX 2080 on High settings and one of the RTX 2080 on highest.
 
If you have a GTX 1070 Ti, then your upgrade path is actually the RTX 2070 Super, which AMD has nothing out right now to respond to it. I'm sure next year is going to have some awesome new releases, but that's still a ways out and all talk right now... We will have a much better idea of what's coming out after CES 2020... but even then, it doesn't mean that we are going to get the newly announced stuff right away, it could be delayed until Q4 of 2019 just like what happened to the Ryzen 9 3950X.

Well the only reason why I am considering the RTX 2060 super is its rather reasonable pricing more then its performance gains over what i have now.
Remember the RTX 2070 super is still above $500 USD on most models so I have to consider current market pricing.
If the RTX 2070 can come down in price just a little then it is mine but right now I have to consider what i could afford in a years time.
I am more of a strategic buyer, seeing what i can do for my money even if its for a card not much better then what I have now.
This is even the reason why I am considering the 5700XT
 
Do keep in mind the only reason why I even have the 1070 Ti is that I got it on sale on black friday last year for a reasonable price so whatever i get will have to be of a similar situation.
My original GPU for my setup was a GTX 1060 6GB so theres that, the gains of the GTX 1070ti over it were not that heavy but enough for me to consider it considering the situation as my reason for upgrading the GPU was it could not drive my monitor that well.
Earlier that same year i got my Asus MG278Q 1440P 144hz monitor coming from a LG 1080p monitor and the GTX 1060 just could not keep up.
Even a subtle upgrade is acceptable if I can get things at the right price, at full price yes neither the 5700XT or the RTX 2060 super are worth it but on a potential black friday sale? Yeah i would consider them.
My main concern right now with the GTX1070ti is driver support as you know how nvidia loves pushing its new cards and borking the performance of older cards, its times like this is why i wish AMD was a little better at GPU's
Navi is certainly better then vega but its launch is riddled with issues so it makes it hard to consider them outside of pricing.

I'd say stick it out for the reveal of the Samsung 7nm nVidia dies before making a move.  At this point any cash outlay relative to improving your 1070 Ti is a game of diminishing returns for your money. Not changing out to improve performance... I am not sure what to say of that.  Even if you are happy to sell off the card the gains to be had won't be, to my eyes having played with all sorts of graphic setting configurations, won't be at a reasonable point of the price-perf graph to make the motions worth the effort if you are at all interested in the $-perf graph.  To me, the 2070 Super 2 slot was just barely not enough for 4k gaming (the cuts to fidelity required; too far) but more than enough for Vive Pro VR and save for 1% and .1% lows  pretty much indistinguishable from a water cooled 2080 TI FTW3 Ultra when attached to a PG279Q 1440p, 144Hz display with Gsync on.  I swapped out that 2070 Super 2 slot for a 2080 Ti Black 2 slot-2 fan, for $1,099 and it consistently runs with the Hydro Copper setup.  These are powered by  the 3700x and 3900x as you may have seen posted by me in posts 38 and 46... so no need to drop $2K as $1k will get you effectively to the top.
 
Going off into the weeds...
 
After running a Quantum Obsidian x24 for maybe longer than I should have I went ATi through the HD4870.  I have been nVidia since the GTX580 and tbh, there is not a vendor on the AMD side of things that is nearly on EVGA's level in terms of quality of the product and the level of support.  Until that happens I won't even give their GPU options a look. The older I get the less time I have to deal with the likes of Asus, et al. Quibble free, comprehensive support if something comes up is far more valuable than even a 10% frame rate superiority for less money scenario. 
 
Sapphire support was competent; GPU folding on the HD4870 kept smoking GPUs after ~ 6 months of 24x7 folding and they sent me, iirc, at least 5 RMAs. All were quickly dispatched but it wasn't anything particularly quick or special beyond they continued approving mutiple RMAs with little fanfare.  EVGA did the same for me when my IHS equipped 1.5GB GTX 580 cards kept having TIM failure under the IHS and continued sending me out replacements until all four of my cards were direct die.  EVGA's turn around was half the time along with the telephone and email support being a castly better experience; the best in consumer PCs tbh.  I am not so much a nVidia fan as I am an EVGA groupie and even if another vendor stepped their game up to EVGA's level the established rapport will buy them a generation or two of loyalty minimum even in the notably better performance for notably to seriously less money scenario.  Long winded and unsolicited point being a nice price is well and good but knowing you'll have a working product through the end of the warranty with no B.S. is worth a bit of extra expense.

In short: the RTX 2070 Super really is a upgrade for my budget and means
Since the RTX2070 or super are probably going to be the cards most people who want a nice decent system but dont want to break the bank like a 2080Ti would.
I think now my system best represents builds most would go for on a sub $1500 budget, and yeah sure as hell not gonna buy a GPU that costs way more then my build on its own plus monitor, mouse, keyboard, desk, computer chair, my 8bitdo SN30Pro+ controller and my printer.
There is something to be said about practicality and what one can do on the penny.
