GTX970SC raise voltage

I can't seem to raise the voltage on this card. I've edited my BIOS to raise the TDP and the voltage limits. Both MSI afterburner and EVGA precision X1 allow me to raise the voltage slider, but it doesn't affect the actual voltage. Power consumption and temperature don't change either, when I raise the voltage. I read things like "Normally voltage is locked at 1.212v per NVidia."
Is there a way to raise the voltage anyway?

    I believe that it is hardware locked.  Datasheets, wires, resistors, and a soldering iron can fix that.
