Hi i'm pretty much a newbie when it comes to Pc parts. 
I literally just bought my pc like 2 days ago.
Here's the problem : I have an EVGA 2080 TI gpu and its watercooled. temperature is low. Drivers installed.
As soon as i open a game, the frame rates drops down to 5 and sometime my screen just turns black...
i did a stress test on it on MSI Kombustor and my :
score was 351.
fps 5
Driver R436.30

Is my GPU broken ? 

Please help...

What exact desktop model is this and where did you purchase it from? 
 
Make sure you're windows is up to date as well as your components but that should be already implemented from a respected PC manufacturer but it's always great to check.

A friend of mine bought all the pieces for me.
Z390 aorus ultra
i7 - 9700k

On reddit people said its usually a power supply problem. I have the EVGA 1000GQ gold psu. I've noticed that my gpu is hooked up to the psu with one cable splitting into two on my 2080 Ti.
Some said i had to use 2 individual cable to make it work. Does my psu allow it? Thank you for your help

Ah ok.  You made it sound you like you purchased a prebuilt machine from the store or something.  

Yes, your 1000w PSU should allow for it.  You should use two separate PSU cables for the PCIe power to the GPU.

If your PSU has single rail - that is not so important, but with second power cable you will achieve less resistance, less current and less heat inside cable. So it is better - but I don't think it is the reason of crashes.

YOU ABSOLUTELY HAVE TO HAVE THE TWO SEPARATE POWER SUPPLY CABLES FOR THE GPU TO OPERATE PROPERLY UNDER LOAD.
 
Make sure your friend know this, it's in the instructions.
 
The GPU draws a tremendous amount of power on 12V DC, 20+ amps.  There can be heat, increased resistance and voltage drop if the power cable is inadequate, the GPU won't work properly.

Hi again! Thank you for the responses. Now im using 2 cable 6+2 on the 2080 Ti but like Deadly said, i dont think that was the problem. My Gpu still goes on black screen under little load!
Any ideas?

UPDATE : Turns out the cooling is the problem. witch stock air cooling its fine. but with my EK Waterblock i get a 50% drop in fps.
It's a cooling problem. I'll contact EK. Thanks everyone

What are the temps when it drops?  Could be a number of things as there's too many variables involved on what can go wrong.  You'll have to test it out by making sure what the temps were during operation, fluid and case air flow, fan speeds, etc and or another reinstallation of the block and making sure the TIM, block and GPU are all making good contact.

Sounds like a poor mount on the waterblock. You should drain the loop and reinstall the waterblock and ensure that all the thermal pads are making contact with the block on the VRMs and that you have good contact pressure on the GPU die itself.
