1080 Ti FTW 3 Power Limit Issue

Has anyone seen this issue?
 
When using a benchmark like Unigine Heaven the benchmark will crash. When I look at the monitoring it reports hitting power limit right at that time.  The thing is, I've set the power limit to max 128% and the card never goes above maybe 102% power limit.
 
The card clocks up to 2076Mhz fine on +500 memory, +50 voltage, but as soon as the card hits 2088Mhz it will hard crash the graphics driver so I presume this is the limit of the chip itself.  The card is water cooled so the temperature never goes above 43c.
 
Could this be an issue with the power supply?  I've got a 1200 P2 so I presume not.

    There is a 38 page thread about that card having a power limit issue. You should be able to solve the low power limit using an unofficial BIOS (in the thread linked below). The crashing problem though, I am not sure about that.

    No the card is fine all the way to 2076Mhz, I've been using it at 2063Mhz since I got the card at +400Mhz on the memory and +25 on the voltage.  I recently flushed the loop and did some tests, previously I just thought 2088Mhz was too much for the chip.  However when I saw the power limit get hit but the card was not actually looking like hitting the power limit I just thought that was out of the norm.

    I'll check that out thanks.  My assumption at the moment is that when the card wants to go to 2088Mhz, that there's some power limit issue that's triggering and causing it to crash even though it's not actually hitting the power limit of the card.

    Hitting the power limit at lower than the maximum when set to the max can and will happen from time to time. It shouldn't cause your card to crash though. I remember this happening with my 1080 ti too.

    I updated the BIOS to the one in the post.  If I set it to +100 voltage it seems to use all of it up to 1093mV. At my previous +25 voltage the card tends to drop down to 2050Mhz as it needs more voltage to get back up to 2063Mhz.  Could the original BIOS have been reporting the incorrect voltage?  This would make sense as to why I was getting crashes on anything past 2063Mhz.
     
    At this point I believe the chip needs to much voltage to run past 2062Mhz reliably.  I don't think the power limit itself was the main issue.

    I went back to the original BIOS. Pretty certain the chip is the limiting factor on anything above 2063Mhz.
     
    Under absolute maximum load the card will pull the maximum voltage 1093mV, just going to limit the voltage and let it fluctuate the clock as necessary.

    Temp and power are not the issue, it doesn't even go close to 50c (1 power reading will go to 54c) and the power usage under maximum stress test barely goes over 100% with the max at 127%.  If I set the clock to 2063Mhz it will run at 1075mV at high/normal loads, then if I put it under full load/stress test it will go to the max voltage 1093mV.  Any clock higher than 2063Mhz and it will go straight to 1093mv.  So I'm 99% sure the silicon lottery is the issue.
