RTX 1070 FTW Replacement Fail

My RTX 1070 FTW was freezing once and a while for 4 to 7 seconds at a time. The computer would still play audio the I might be listening to and it was also remembering any keystrokes I made during the freeze.
 
I did a cross over RMA. I turned off the power supply (EVGA 750 GQ) and unplugged the power cord. Removed the old Video card and installed the new one. Plugged in the power cord and turned on the power supply. The RGB LEDs lite up on the Asus Maximus VIII Hero Alpha. 
Then I pressed the start button to boot the computer and nothing happed. No power to the fans, no boot up at all. I inspected for any wires I might have unplugged and all was good there.
So, I removed the video card and tried to boot again and still nothing. Right now I am at a loss on trying to figure out the problem. I hope someone can help me from here.

    The q-code led doesn't show anything?

    Q code does not come on. The computer looks like I Shut down Windows 10 for the night and stays that way.

    Try reseating all the power cables that plug into the psu and motherboard.

    Thank you for the suggestion. I did reseat all the items, memory and power cables, before coming here.

    Have you tried to start the board with the onboard start button?

    If you've already tried to start the computer with the start button on the motherboard itself, and it still won't boot I would try the following...
     
    #1 Try clearing the cmos.
    #2 Try a different psu.
     
    If the two things above do not fix the issue the board cleary has a problem and will need to be rma'd.

    My real question is:
     
    Could the replacement video card have a short that did something to either the PSU or Motherboard?

    Possibly. You'd need to see if the card messes up another pc by running the card in another pc. Take the card to a local pc shop to have it tested.

    If I remember correctly there was a green led that was lite after I shut down windows. That green led does not light up now. I'm just adding another observation that might be useful.

    So might that be you Board LED not lighting up green? Look into your handbook.

    Gonna need to ask asus about that one. I couldn't find anything in the manual for your motherboard that states anything about a green led.

    Page 25 all LED are described. I cant find a green LED there as Sajin allready mentioned.
     
    Unfortunately if all cables and connections are OK and PSU is OK. No Qcode at startup? then the MB is definitely suspect. A faulty CPU would give a Qcode 00. Consult with your MB manual for location of fault LEDs.
     
     
    On my old Asus i have a green power LED wich lits as long as there is power connection to the board. maybe there is one at your board not described in manual. try to see if there is one not mentioned there. but that should normally be the Q-Code LED

    For some reason I thought that green power led was on the video card. It's amazing something that I saw every day I cannot remember which area it was.

    I talked to Tech support and the only thing now is to start ruling out possibilities and that I return the replacement video card. I also ordered another PSU from Amazon and it should be here this Friday. I want to thank everyone here for all your help.

    I'm back with an update. I replaced the MB with a Maximus XI Hero (wifi) and an Intel 8700K. Now, when I am in Adobe Camera Raw I get the Error, "The graphics processor has encountered an unrecoverable error". "Due to run time error GPU acceleration has been disabled for the remainder of the session."
    With the old MB the screen would freeze and then do crazy things and then it would let me continue.
     
    Is there an adjustment for the Video Card that I might be failing to do?
     
    Yes, the memory and the PSU have been checked and both are good.
