No risk running a lower power limit.  All it will do is cause the clock speed to decrease if/when you start exceeding the power limit you set.

What were your temps before?  It might make more sense to set a custom fan curve if you are looking to keep things cooler.

I was getting 80° + playing Rise of the Tomb Raider for about 20 minutes with the fan curve set below, it's fairly aggressive already. 
 

 
Air flow in the case is pretty good, It's a Meshify C w/ two Chromax 140mm intake fans, one stock 120mm top exhaust, and one Cooler Master SF120P 120mm rear exhaust. CPU doesn't go above 60-65° on load. Taken with a wide angle so the card looks like it's sagging.
 

 
Separate note, my only problem now is I can get the Power Target to save on reboot. I tried all the suggestions from this forum searching the issue except reinstalling.

I am not sure but looking at the picture of your case it could be that your card fans are pushing the hot air around in a circle ending up sucking that same hot air back in.
Try to set the front lower 140 intake fan to react to GPU temp or set it at a more aggressive fan curve so it can blow cool air in the lower half of your case, forcing the hot air up.
And reroute your GPU power cables above your card making room for airflow under the card. Hard to see on pic if cables are preventing airflow.
Just some ideas, hope they work.

What direction do all these fans blow air? It makes a huge difference in your airflow.
