Z390 FTW Simple overclocking question.

In the BIOS, I set the multiplier to manual. I want to copy the default turbo boost, just at higher multipliers. I set 1 and 2 core load to 53, 3 and 4 to 52 and so on so that the 8 core load is at 50.
If I understand the concept correctly, I should be seeing 5300GHz speeds on a single core load. In reality though, I'm only ever seeing speeds from the lowest multiplier: 5000Ghz.
Am I missing something?
I've tried searching overclocking guides, but they all skip this style of overclocking.

    What happens if you Invert your OC plan ? CPU - 1 @ 50 & CPU - 8 @ 54
     

    Or Assign the software to a CPU core

    Have you ever used the BIOS of the EVGA Z390 FTW?
    I'll double check, but if I set 8 to 54 all the multipliers above it go to 54. I just want someone to confirm that I'm getting expected or unexpected results. I'll try to add screenshots later on.
