What causes pixelated images on websites?

Got an ASUS Rampage V Extreme with an Intel I-7 5930K.  16 gig of memory.  Twin EVGA GTX 1080ti Founders edition cards.  Everything is set at stock settings.  I have twin Acer 28" 3840 x2160 monitors.
 
Computer seems to run fine, except that I get random pixelated images on websites.  I even get the pixelation on Youtube videos, especially those that run at low resolution.  This started about two or three months ago.  I've pulled everything out and reseated the cards and memory.  I've switched Displayport cables.  I've even reinstalled Windows 10 Pro several times.  It doesn't do it all the time on all pictures.  Just a random few on a website.  It does the same thing on Edge, Chrome, Chrome Beta and Internet Expolorer 11.
 
If I reload the page, sometimes the pixelation goes away, and sometimes other pictures are pixelated.

    Does it also occur with hardware acceleration disabled inside the web browser?

    What he means is, if you go to chrome://settings/system (copy and paste that into your chrome address bar), disable hardware acceleration, click the relaunch button which will appear, does the artifacting stop occuring?
     

     
    Personally, I would not consider that a solution.  The GPU should not artifact.  Mine doesn't.  With multiple GPUs in multiple computers, I have not needed to disable hardware acceleration to see images or videos displayed properly.  I would consider this a troubleshooting step.

    It can also be a bad cable going to the monitor ... possibly some type of ad blocker software could be the culprit too.  I would then also try a new video driver version, picking clean install at setup .

    +1. A poor cable would be my first guess. Make sure whatever cable you are using is that it is certified and not a cheap cable from a questionable source.

    A bad cable doesn't show artifacting in screenshots. The screenshot is the rendering before the monitor. If it was just a bad monitor cable, the screenshot would show no artifacting.

    With as localized (contained) as the video corruption is, I'd suspect a browser problem. As already stated, try turning off hardware acceleration. You could also try a different browser on the same webpage to see if it is browser specific.
     
    Over the past year or two I've also had to turn off hardware acceleration on my SLId 1080 Ti founder cards while using Chrome. Something about it just hasn't worked correctly from time to time, so I just leave it off.

    Sounds like it has something to do with upscaling?

    Sorry I haven't had time to reply to anyone in this thread for a few days.  (Been undergoing chemotherapy and tests this past week or so.  Got another test tomorrow and then another Chemo session on Tuesday.)
     
    Found out that the problem was a corrupted install of the Chrome Browser.  I have uninstalled it and then tried reinstalling it, and the problem came back.  I then uninstalled Chrome again, and then did a re-install of Windows 10 after wiping out every reference I could find to Chrome on the C: drive.
     
    Now the pixelation is gone.  I have only the Edge browser and Internet Explorer installed.  I'm going to reinstall Chrome tonight or tomorrow and see if it's gone for good.  I've read that Microsoft has given up  on Edge and is going to go to a different browser based on Chrome.  Not sure if they are going to call it the same name or come up with something new.
     
    Thanks for all the tips and advice.  I tried everything advised here, and then on a tip from a guy at the local library, where I work a part-time job in the Computer Assistance department, helping people, mostly older and not very computer literate, I un-installed Chrome.  That is the browser that is the default on the Windows computers at the library, and is the one we reccomend to people who come in with problems on their laptops and even home computers.  They did have a problem on a computer there that was the same thing I was getting, but was even worse.  It turned out that a failing hard drive had corrupted the Chrome browser installed on that one.

    I thought the problem was solved..., but the next day after my last post, the pixelation was back.
     
    On a hunch, I checked the version number of Chrome and it started with the numbers 75.  I then un-installed it and then reinstalled it using the same installer file i had on my computer from early in 2018.  That version number began with 69.
     
    I tried to turn off the auto update, and found that that feature has been removed from Chrome.  I went into services.msc and found two services for updating Chrome.  I disabled both of those and went back to Chrome, to find it had been in the middle of trying to update itself.
     
    I un-installed Chrome again, and reinstalled the older version, making sure the update services were disabled.
     
    It seems that the latest version of Windows seems to have some problem with the latest version of Chrome!  
     
    So I have kept the older version of Chrome and it works fine with the latest version of Windows 10.  The auto updating services have been disabled, and I've sent a message to Chrome that something is wrong with their latest version, or that they had better get in touch with Microsoft and figure out what they did to break Chrome.
     
    As for now, everything is working well.  No more pixelation.  I don't want to run too long with an old version of a browser that may have some vulnerability, but for now, it seems to be the only way to get Chrome to run in an acceptable manner.

    I don't think that there is anything wrong with the latest version of chrome. It works fine for me on multiple computers.

    I think what's more likely is that your video card is on the edge of stability for those enhanced 2d graphics accelerated loads. Probably the newer version of chrome has more performance enhancements which pushes your video card that much harder until it starts artifacting.

    I've got twin, EVGA GTX-1080ti Founders Edition cards in SLI running at stock speeds.  I've got twin, 28 inch, 3840 x 2160 monitors, and I can watch two different UHD movies or video, one on each monitor at the same time without problem.  I've got a six-core processor, an Intel 5930K on an ASUS Rampage V Extreme MB with the X-99 chipset, and 16 gig of DDR4 memory. 
     
    It may not be the absolute latest thing in hardware, but if my computer can't render a static web page image without pixilation, then there must be a whole lot of other computers out there that cannot do so.
     
     
     
     
    Edge browser doesn't do it and neither does Internet Explorer 11.  I tried Fire fox, and it also had the same problems as Chrome.  I am running the latest build of Windows 10, version 1903 (OS Build 18970.1005).
     
    When communicating both with Microsoft and Chrome about the problem, on their respective web sites, there were quite a few other posts about the same and/or similar problems.
