I have noticed that the left fan is spinning and the right fan is idle. When I turn on the PC the left fan begins to spin and the right fan doesn't move. My video card doesn't reach 60 degrees C. I have read articles that both fans stay idle until temps reach 60 or 65 degrees C? I have included a photo that gives an example of my temps.
Is it normal for the left fan to run and the right fan to stay idle, does the left fan have to spin in order to keep the video card cool under 60 degrees, or could there be a problem with the video card? 

Those fans are able to spin on their own. They don't have to spin together and sometimes you do see one fan spinning up and the other off. Left fan goes off GPU Temp and right fan goes off Power/Memory temp. I would do what Sajin suggested and try to manually turn on the right fan using Precision X. Your GPU temps are definitely low so i'm not sure why your GPU fan would be on if there wasn't already a custom fan curve set to it.
