9900k high stock Temps.

Recently upgraded from my 8700k to a 9900k. On the 8700k I had all CPU settings on Auto with no OC. Just XMP enabled on a 2133MHZ kit of RAM. Temps during load on the 8700k was around 65C-68C at load using Cinebench and Intel CPU Diagnostic Tool. Just popped in my 9900k and I am getting around 90C at load using the same suite of software to test with. Was wondering if maybe my chip is bad or should I look at tuning some things in the BIOS to help temps. 
 
All my testing is in a open case scenario
MY CURRENT SETUP:
i9 9900k STOCK SETTINGS 
16GBS DDR4 2133MHZ
RTX 2080 XC
NOCTUA NH-D15S with their NT-H2 Thermal Compound ( I use a vertical line method when I apply.)
EVGA Z390 FTW
EVGA 750 G2 PSU
970 EVO 1TB
 
Any help is greatly appreciated
 
Should also be noted my gaming temps are fine. its just my synthetic load temp are higher than what I am use to.

    Those tools are designed to work the CPU hard.  Time to go with an AIO cooler

    Change you thermal compound. I went with a liquid metal compound that conducts heat a ton better.

    Cant say under full load I've ever seen my temps get above 50C, I have an i5 3500K

    Full load on 9900k might be too much for that Noctua.
    Can't paste URLs so google "anandtech 9900k power consumption".

    I don't usually mess with voltage. I am a experienced builder but a noob at OCing so I have always left voltage alone. However, I adjusted core/turbo ratio and that seemed to help. Decreased temps by 10-15C. I dont want to OC this thing but what are some good stock settings for voltage that I could manually input?

    I had the same temp problem as your on my 8086k reach at between 90 - 95c with auto OC on my Z370. I have notice this temp is terrible compare to my old 4790k temp are very good! 
    I have decide to delid my 8086k CPU to apply metal liquid and the result is brilliant drop low temp about -20c compare to paste thermal is more hotter!
