No Liquid cooling... the reason for the small picture was do to the the image upload limit.
And the liquid is oily when you touch it. The stain you see is in the picture either happened when the card
freaked out and the temps went through the roof. (I assume as the fans went to 100%) So I turned it off
and took the card out looked at it and saw the stains and what seemed like oil.
Now if you look closely you can see dust has stick to the oily like substance. So it's not water...
And yes I could have wiped the card down and tried to sneak one past EVGA. But that's not my style.
Again I am not whining about the warranty claim for the card being rejected. As I sent it in that way...
What I am on about is that they did not test the card for me to confirm that the card has issues.
I mean do I buy another 1060? Will this oil appear again? Is this a reliable card (only 1 or 2 years old new out the box)
Do I stick with EVGA?
Looking online you see a lot of complaints of oil on their cards... do I want a video card that leaks oil?
In my case did my 1060 spring a leak and the dust that accumulated and struck to the oil cause my issue?
Just wishing the techs would have tested the card.

Hope that makes since and does not seem like I'm being unreasonable by complaining about it.
I don't want a replacement card. I want my card tested.
