Help with quad channel speeds

Setup

X299 dark (latest bios)
7820x
8gb x 4 patriot viper rgb 4133mhz
1080ti
1000w G3 psu

Ok. Running dual channel with two stuck at the two xmp settings (4000 & 4133) is no problem. When I go to 4 sticks/quad channel I can only run stock 21xxmhz speed.

I cant even manually get to run at any other speed.

    XMP settings are not 100% guaranteed to work out of the box especially at 4133MHz, you may need more voltage either on the DIMMs or elsewhere. Also could just be silicon lottery at play... As far as it being stable with just x2 DIMMs this makes since, as you increase the number of DIMMs typically stability decreases. This is one of the reasons why the EVGA X299 Dark only has x4 RAM slots vs x8 RAM slots that you see on a number of other X299 motherboards.
     
    I would also suggest installing all of the DIMMs run them at the stock frequency and preform a RAM test such as this one, https://www.karhusoftware.com/ramtest/. Just to make sure that there is not an issue with any of the DIMMs.

    Ok. Is 1.5v the max safe voltage for ddr4?

    I believe that is correct, Corsair for example sells DDR4 DIMMs that are tested at 1.5v... It looks like your kit has been tested up to 1.4v, https://docs.wixstatic.com/ugd/20c502_7b7d9bc41542430ab2563558456075a3.pdf. You could try 1.5v, but I would not go any higher and as always understand that there are risks when operating outside of tested voltages. Also as mentioned above increasing the voltage to the memory may not be what is needed, a voltage increase elsewhere within the PC may be needed.

    Yea. Ive always been fine with cpu ocing but always have bad luck with mem.

    Is the CPU overclocked now? That could be why the memory is not working...

    Ive tried stock and oc on the cpu.

    I'll try to tonight get everything stock and just fart with the ram. I always just get the non-full boot/black screen when missing with ram.

    If the computer does not boot at all... than there is a good chance that the XMP profile is increasing the BCLK which is resulting in the whole system becoming unstable.

    Try every combination of 2 sticks at XMP to see if they work. If so, ok. If not, you have a bad stick (or more).
    Then try 3 sticks at XMP and finally put all 4 of them, if no bad stick detected previously.
    "Try" means boot in Windows and test something. Geekbench gives a good stability test, so you can use it.

    In the end it could be a bad memory controller on the CPU

    Are you making run the retrain with the retrain setting enabled at the bottom of the memory settings section? If not give it a try
     
    Remember once you have fully rebooted into windows once or twice and are happy go back and disable that function to speed up your boot time
