I have somewhat quiet PC but I noticed when I went from 1080ti to 2080ti XC Gaming Hybrid there is noise. It's not like whine I'm used to which happened at high FPS; this is constant. Moment the PC is turned on it starts. I isolated it to the GPU by obviously swapping cards and turning machine on. I have two independent cables to the GPU power (not one with double plugs.)
 
I tried to see if anyone else had any odd noise like this but no threads showed up.

    How would you describe the noise? Also if you change the fan settings in PX1 does the sound get louder change pitch? It could also be coil whine which is just electrical noise.

    Answer to several questions.
     
    1. Describe noise - just a constant hum that happens once card is powered on; it doesn't change with fan speed or load on card. I removed the card and swapped to confirm it's isolated to the GPU. I'm familiar with coil whine and my brain wants to say that is it but I'm just so used to that happen at load, not idle in windows or bios or booting up.
     
    2. Pump noise - I shut power off to the header that drives pump; no change in sound (did this in bios so there wouldn't be a lot of heat load.
     
    3. Refrigerator - You could say so but cutting pump power didn't change things. It is a constant hum.
     
    4. Radiator mounted - It's on back of my case high above CPU as my 1080ti hybrid was. I still get noise when pump is off so I dont' know if it's air bubbles or such.

    If the pump on the gpu was really off then the noise must have been coming from another source such as your cpu clc.

    I turned the pump off; sound continued. I pulled the card; sound stopped.

    Guess you have two options then...
     
    #1 Test the card in another pc to see if you can replicate the noise in another pc.
     
    or...

    Originally it sounds like it was the pump but since you turned off the pump, must be some coil whine.  I only get it at high 90%+ loads.
