The title says most of it.  The fan on the right side,as you look at the motherboard, on my RTX 2070 runs at 100% all of the time, as of yesterday.  It does stop when i restart my computer and then starts back up to 100% somewhere in the high 50c range.  I have tried setting it manually in MSi afterburner and according to the software the fan is following the curve or the speed I set but the "right" fan just runs at 100% and doesn't respond to software input.  The other fan is working fine, following the curve and software inputs.  I have tried uninstalling afterburner and deleting previous settings, then installing Precision X1 but the fan control also doesn't work using that program, at least for the one fan. I have now reinstalled Afterburner and still no dice.  Not sure what to try next, any suggestions would be welcome, I am new to the forums but from what I have seen it seems like a very helpful community. Also I apologize if this has been brought up in a post I missed.

Well I didn't see anything visually wrong with the fan cables on the card and reseated the card, and still once I set the fan above zero the right fan runs at what i assume is 100% and doesn.t respond to fan changes via the software inputs, just keeps running. Its weird because the software states the fan is slowing down but its not.  Any other ideas? Its not the end of the world, it does eventually stop after about 30 minutes of light load when the card is at its usual mid to low 30s-c , its just really loud when its on which is whenever I use it since I use it for exclusively gaming.

OK starting the process, bummer.  They don't offer the possibility of upgrade do they? That would be nice haha.
 

That is very cool, too bad I bought the card in late November but didn't actually build my computer till May.  I didn't think I could upgrade anyway but it's cool that they offer it for 90 days though. Thanks for your help.
