My gtx1070 fan is very loud during gaming. Is there something wrong with my settings or do I need to adjust anything to fix this problem?

my gpu is idle temperature at around 50 and 60-65 during game (pubg). I've downloaded and updated all the drivers.

Adjusting the fans on the gpu is an option, but you'll most likely make the card run hotter if you adjust the fans to a lower speed to get rid of the noise.

my idle now 61. not sure why its so high. I didnt mess with the settings here, but does any1 know if something is wrong?

Looks like your gpu is clocked up at idle. Here are the top causes of why a gpu would run clocked up at idle...
 
#1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
#2 Your machine has a virus. Fix: Scan computer using malwarebytes.
#3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
#4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
#5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
#6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
#7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

#2 Right click on the button that says "Show overclocking" and select "Multi Display Power Saver"
#3 Under the Target GPUs section check mark your GPU.
#4 Check mark run multi display power saver at startup.
#5 Check mark activate full 3d by gpu usage and adjust the threshold to 30%.
#6 Close NVIDIA Inspector. 
#7 Reboot PC.
#8 Check to see if clocks are running at lower speeds.

my nvidia inspector dosent have the multi display power saver button? its suppose to be below sensor monitoring.

Odd. It should be there. If you unplug your second display does your issue go away? If no, you'll most like need to do #4 too.

but I know we are def in the right direction because the problem started today after I got the card and didnt have a compatible cable. I was playing games fine with just 1 monitor till I got the dvi-d cable for 2nd monitor and the fan problem started after that.

Weird. Before the fan would instantly speed up but now, the fan is blowing loud after about a minute from the game being loaded. (single monitor)

Sounds normal. The fan should spin up to a higher speed as the gpu gets hotter.

With the multi display power on, the cpu clock and fan feels better. Even at 69c the fan is not blowing loudly as it was before. I am just not use to the fan being this loud. Otherwise It seems to be okay. Not entirely sure though. edit- the gpu clock is not maxing out at idle anymore. Its at 227mhz.  53c
