bad rma and customer support experience

hi, so i got my rtx 2080 xc rma'd because of terrible temps up to 87c, received the replace yesterday plugged it in and same temps around 85c+. ive tried everything its not the case ive tested other gpu's that run cool, airflow is fine case fans are at 100%, used another case same temps i dont want to have to spend more money and wait another week to send it back again for a 50/50 chance of it working as intended. im emailing customer service and they take hours or even days to respond,its like they respond once then wait till there day is over and respond the next morning and repeat.

    What room temps where your PC is located ?
     
    Are you running any OC software / what settings / custom fan Curve / stock fan/ Fixed RPM fan ?

    got a midnight email from customer service which is weird and im pretty sure it is just a straight lie, theirs no way 87c is normal, and why did it get replaced then?. it read,

    At full load after you've been cooking the card at 129% power target, yes 87 is normal.

    also its evga precision x1 that keeps resetting it to 129% so ill use msi afterburner from now on
