I'm going to start off this thread by stating that I am aware other similar threads exist on these forums.
 
I purchased my EVGA RTX 2080 FTW3 ULTRA in the beginning of June 2019. I started receiving the issue many others had in November 2018, where the card would be stuck in flash mode (3 Red LED's and a fan at max speed) upon waking or booting the system. After numerous people started reporting this bug on the forums, download page was created for an MCU (Micro Controller Unit) update. I have not seen any user report that flashing the update resolved the issue, as I have successfully flashed the update myself and still have flash mode on startup. This cause of this bug is believed to be a failed firmware update of the card upon installing Precision X1, but I'm not so sure that's the case. On November 28, 2018, Precision X1 version 0.3.9 was released to "Fix issue with MCU updater not properly updating some cards" and prevent the updater from failing an update. Awesome, except when I received my shiny new 2080 and installed it into my system, I already had the latest version of Precision X1 installed (0.3.17.0). I was prompted for a new firmware update, which completed successfully. After which a few days went by and I became victim to three red LED's and a single fan at max speed anytime I woke up my computer. How could I be experiencing something that was supposedly fixed over 7 months ago?
 
Most people have suggested sending in the card for an RMA, but why get a new card just to have the same issue arise? It doesn't seem EVGA really knows what is causing the issue, and neither do I. The only method to temporarily get the card out of flash mode is shutting down, and turning my system back on again. Interestingly, I have discovered every OTHER power cycle triggers the card to enter flash mode. Unfortunately, this is my first post on this forum, so I am unable to link the youtube video I created demonstrating what I have observed. Some people have suggested the motherboard is causing this and claim that the issue is not present when installing the GPU in another system. So wouldn't that rule out the card's firmware as a potential cause? 
 
I hope EVGA tries further to fix or discover what is causing this, as it will keep happening to anyone who just spent $800 on a new GPU. It's extremely inconvenient power cycling my PC every time I use it.

    I don't think I was clear enough. I have already performed this update, the issue still persists after successfully updating.

    UPDATE: I have just installed my GPU into my brother's system, running an ASUS B450-F motherboard and a Ryzen 5 2600. My card does not get stuck in flash mode on his system. I have put the PC to sleep, and woke it up NUMEROUS times and not once did it this issue occur. This rules out a firmware problem with the card. I don't know where to go from here, so hopefully someone on these forums can give me some advice.

    Card acting normally for OC and regular use in your Brothers system?
     
    If so: I'd boot into safe mode on the main rig and un-install Precision X1 and DDU the drivers. Then reboot. Re-install Drivers and test at stock. Then install the newest version of X1 and test again. See where it breaks in the chain.

    Yes, I am currently running a benchmark on his system and my card clocked up to 2010MHz. Working 100% as intended on his system.

    I will try your suggestion for booting into safe mode and uninstalling drivers.

    CX PSU's from Corsair aren't made for high end GPUs but for low to mid tier level.

    I am having the exact same problem as the OP, on a cold start the card will show the red "flash" LEDs and the middle fan will spin up to full speed. Simply restarting my computer won't solve it, I have to fully shut down and then start up again and it behaves normally. I have to do this literally every cold start, I've resorted to just leaving my computer on all the time in the meantime to avoid this. My PSU is an EVGA SuperNOVA 1000 G2, bought brand new. How does the psu affect the card this way? Thanks

    If you haven't yet, I would Turn Off Fast Startup (which is on by default) in Windows and see if that matters.
     
    There may also be a Fast Boot or Ultra Fast Boot option in your motherboard BIOS' Boot section you could disable for testing too.
