I bought a EVGA 2080 Ti Black yesterday and since I installed it, the fan #2 is always set at 4000 rpm constantly. When I forced my fan speed to 0% on Precision X1, it is still spinning at max speed. Is this normal? Should I submit a support ticket?

I'd physically inspect the card, and make sure all the cables that plug into headers on the pcb are fully seated. If everything looks good I would contact support.

Yup. It was a defective card. Luckily, I bought from Micro Center and was able to get a new replacement. This new card has no issues whatsoever :D

I submitted a ticket while this happened and they offered to replacement it. I wouldn't worry that much when we have the best support lol. Here's what they said:
I went with a brick and mortar store since almost every online purchase from a major retailer requires taxes and I couldn't wait any longer.

This behavior would not be normal. Please remove the card from the PCIE slot with the system off and reinstall the card. Some times this simple act may fix fan issues like the one you have described. If the issue persist, please try the card on another PCIE slot or on another computer. If the fan problem follows at this point the card would need to be replaced. Please let us know if you have any other questions or concerns in order to support you further.
