I have a new 2080Ti XC Ultra that is in a custom loop and under stress tests/bench will initially pull 270 -350W but then goes back to 127W.  The power draw at that point is only about 50-53% and it is not even hitting stock boost clocks while the test says the GPU is under 97% load.  The whole time the temp never went above 63c.  I am running 2x separate 8pin Cables to the PSU which is a Corsair HX1000i.

Depending on the Benchmark, the GPU sometimes gets a break and the CPU test takes over till the GPU is needed again plus,  your temps seem ok but not the greatest for custom cooling unless you were referring to a sealed AIO Hybrid kit which would be ok with those kind of temps.

It's because kombuster = furmark. Furmark is black listed inside the nvidia driver which means the driver will stop the card from using it's full potential because furmark is black listed. Use unigine superposition on it's 8k preset instead.

Are you running the card at default clocks, or are you overclocking the card even more?

Sounds like you might want to try running the card in another pci-e slot along with powering the card with a different set of pci-e power cables than the ones you're using now.

In that case I would suggest plugging the card directly into the motherboard, and using the power cables that came with the power supply.

Well I plugged the card directly into the MB and the results are the same.  Even with an OC of 175 on the clock, 25 Volt, the Power slider to max (130) and 200 on the memory the wattage and power usage spiked once to 309W then dropped while the GPU clock bounced between 1300MH - 1900MHz mostly.  All the while the GPU usage was at 97%.  This is with the card directly plugged into the PCIE  slot on the MB and the temp never went over 61c.  I would assume if the usage is at 97% during a benchmark that the clock would stay on the top end as long as it wasn't thermal throttled.  Do you think this is a defective card?  I am half tempted to return it to Micro Center and get a FTW3 card lol (they are on sale for $1298 atm).

Well then its settled! If you can hit microcenter and exchange it for the ftw3 ultra by all means start packing that card up!

Hopefully your still in their 2 week return period even though they make exceptions to that when needed. Tell them the card is bad and the issue and you want to exchange it for the better card.

Well after the 2 week period your chances of exchanging the card go way up if your spending more money I'd think.

Might not want to mention any issues with the card as they might rather you send it in the evga insted.

I know the 3 fan air cooler on the ftw3 card is awesome and alot quieter then the ftw3 1080ti cooler at full blast. Once I put on the hydro cooler it was a different card hehe.

Also I would not wait till Sunday as mc price might be back to 1499 by then ad Sunday would be a new sales add.
