Maybe a oversaid question

So I have a rtx 2080 ti ftw3 Ultra, I used msi afterburner for OCing my 1070 and loved the statistics from rivatuner. Could i still use msi for OCing or use Precision x1?

    Sure you can. The issue is the fan controls. AB will only support the single GPU fan(left most fan).

    You'll need to open PX1 and set a static speed for all the fans. Then hit apply and close PX1. The fan speeds will hold after closing PX1 till you reboot the system.

    Then open AB and set the clocks and hit apply and go.

    +1   static fan speed in X1
     
    unless you set X1 to Auto load your last settings on reboot - after choosing any profile number, Apply, Save ... your static Fan speed should load
     
    however X1 would be running until you close it
