X299 Micro 2 Fan Control Issues

Hi all,
 
My PC issues have been solved barring this one on the fact my motherboard was a lemon, RMA process and it was solved.
 
However, now i have the problem that the thing sounds like a server cabinet with the 3x 120mm Corsair ML Fans running at 100% all the time. I have them plugged into the bottom chassis fan connector. Is there any way that i can bring the speed down? Ive seen that there is a way in the bios to turn the % down, but seems not to be working, could it be the Phanteks hub I've wired them into that is having issues?
 
Is there a way in a future bios update they can be switched to SMART fan control?

    Have found out with some testing against my Asus Z170 ITX system that has the same PWM controller in it, and its not faulty, its just there is a incompatibility with the EVGA X299 Micro 2 somewhere.
     
    Now switching to a PWM 3 way splitter, that will help with my cable management issues.
     
    This will be put in place when i get my custom CableMod cables and when i can afford a 2080 GPU and a couple other smaller upgrades at the same time.

    go to bios and select manual preset and set your fan curve
