RTX 2070 keeps crashing. Help?

So, I got a RTX 2070 gigabyte OC edition. After a few weeks of testing, the card has seemingly died.
If I try to run GTA V i get a initialization error. Space engineers goes to a black void. and even minecraft will crash.
 
I have tried under clocking the GPU after noticing that it runs "Too High" let me explain. Right now, I have it set to run at 450 MHtz, boost is 725 MHtz. This was for testing. But it runs at 950 instead. At base speeds, I get space invader like artifacts on my screen. Any idea how to fix this?
I have tried: 
Under clocking
New Graphics Driver.

Just realized I did not put system specs (Side note, sorry I put this in the wrong thread)
Motherboard : ASUS ROG Maximus XI Hero
CPU: Core i7 8700k (Not Overclocked)
GPU: As stated: GIGABYTE RTX 2070 Gaming OC 8Gig
Ram: 32 gigs of DDR4 ram. (GSkill)
PSU: HX 1200i (1200w)

    If the card acts the same way in another known good working pc then you will need to rma the card.

    If the card acts the same way in another known good working pc then you will need to rma the card.


    Alright, when I get a chance I will test it in another computer.
