Why have ECO mode at all?

I am curious why place an ECO mode on the EVGA power supplies? Would it not make since to make "ECO Mode" the only mode the fan has and not allow the end user to change it? Am I missing something here?

    Sometimes, people prefer to have the fan always running. It just allows for a bit more customization for various preferences.

    It also allows the option of fan placement. If you have the fan facing down on a case that supports it you create an enclosed system in which air enters the bottom and is blown out the back never entering the main body of the case. This allows you to run the fan as needed to cool just the PSU.

    If you don’t have a case that supports it or are putting the case on carpet on the floor you would want to face the fan upwards and have it run all the time so you can equalize air intake and output. Having it come on only randomly would effect air pressure.
