Problems with 1070ti's

I've had problems with two 1070ti's that I've gotten. The first one always seemed to reset since my monitors black screened but came back and close applications I was gaming on. The second did the same but then it got to a point where everything would black screen. The card and everything in the computer would still run, but no signal to monitors. I uninstalled and reinstalled NVIDIA drivers, tried different pci-e slots, got a new power supply, reinstalled all cables in my computer, tried different settings in the NVIDIA control panel, and made sure my power settings were either on high performance or ultimate performance. My PNY Quadro K5000 4Gb and AMD Radeon RX 550 4GB work fine, but I wasn't able to try any higher end graphics cards. Everything in my pc was bought this year and new. Not sure what to do now.

Motherboard: MSI x370 Carbon Pro
CPU: Ryzen 7 2700x 
Ram: G Skill Ripjaws V Series 32 GB
PSU: EVGA 750 BQ 80+ Bronze 750W
OS: Windows 10 Home
Peripherals: Gaming mouse and keyboard, webcam, microphone, wifi/bluetooth usb, graphics tablet, led strip

    What Monitor ?
     
    What Resolutions & refresh rates have you tried ?
     
    Any firmware updates from monitor Mfg ?
     
    What Type of Video cable are you using ?
     
    If your using DP cable --> Make Sure it is Certified   https://www.displayport.org/products-database/

    Did you check for this:   DP 1.3 / 1.4 monitor could blank screens on boot until the OS loads or Hang on Boot
     
    Does it Happen in Safe Mode ?
     
    Win 10 up to date ?

    are you using a display-port  ?   ..it's fairly common issue for certain combinations of cards & monitors using displayport.

    Sounds like you need to test the cards in another known good working rig to see if you can reproduce the issues in another rig.

    I wish I could but I dont have another PSU to test in a different rig and none of my friends have gaming computers

    It's a Dell ST2410b monitor and also using Vizio TV as a second monitor. The Dell is connected by DVI and TV by HDMI. I've tried 1920x1080 and 59, 60 Hz on the TV, 1920x1080 60Hz on the monitor. I tried using displayports before with the same problem and actually have the same cable you suggested.

    I dont think there's been firmware updates for the monitor.

    Windows 10 is up to date. I'd try safe mode but I can't seem to get back in.

    I forgot to mention...I have also run into monitors needing a firmware flash / updated drivers to help with blackout/ displayport issues., among many other problems over the years.
     
    I had to update my Samsung monitor w/ a usb stick to fix some issues...  
     
    So check with your monitor manuf website for any firmware updates to download & install

    I just checked the website and the only one I found was for Windows 8 and below. I couldn't find any others online. Right now though it looks like there's not really a problem. The card does this sometimes where it's fine for a week and then has issues and back to being fine for a while. 
     
    On another note, is there a way to check if PCI-E slots are working correctly, for any future reference and testing?

    I had a similar problem with same graphic card. Can I ask a few question?
    When the screen goes black do your graphics card fans turn fast?
