16 is the absolute minimum for DDR4 (or DDR3 for that matter). The FAW setting is the number of clock cycles allowed for four successive read accesses. Each read of 8 bits at double data rate takes 4 clock cycles. 4 x 4 = 16. For any attempt to set less than 16, BIOS helps you by overriding and returning the setting to minimum.
FAW setting of 16 will often work even when RRD_S and _L are higher than 4, but I wouldn't trust that for a 24/7 stable profile. For a strictly stable setting, start at 4 x RRD_L and adjust from there based on a good stability test like HCI Memtest. With luck, 16 might work out.
