I recently upgraded to an RTX 2060, and also plumbed for 2x samsung 4k monitors - However, I'll be playing a game like destiny 2, and the second monitor will have terrible lag when running any video playback...Is this a cable issue? Is my GPU faulty? I've tried reformatting, and am at the point of wondering whether the problem is within the hardware somewhere.

I am not surprised. By design, the game is given highest priority. From my experience of multi-monitor gaming years ago, I had similar experiences. If you play the game in Windowed mode (if available), the video on the second monitor will probably play much more smoothly, but then game performance will likely suffer.

The real question is, why are you playing a game and watching a video at the same time? Your brain is not capable of giving both your full attention at the same time.

It's because the 2060 is likely being pushed to the max. Run the game with task manager up on the other screen and check your CPU and GPU percents. If either are at 100%, that would be your issue.

You don't know the OP's situation. Perhaps someone else is watching video on the second monitor. Also I would try a different app for the video playback, something like VLC perhaps.
