I just installed the hybrid kit on my 2080ti XC Ultra and I don't think the pump is working.  Idles at 40 degC and shoots up to 90 almost instantly under heavy load.  The VRM fan is working, the shroud RGB is working, but the I can't feel any vibration on the water lines or pump, and the radiator fan doesn't move.  I can see fan 2 being commanded in XOC but 0 RPM speed feedback.  I checked all the connectors several times, reseated the pump even.  Is there any way to troubleshoot this more?  I tried measuring the rad fan supply connector and if it uses standard fan pinout I don't see 12V across pin 2 to 1.

Everything worked ok before install, max load temp was about 70, or less.  Been folding for months no issues with the card.

Is the Radiator Cold or Hot when Folding?
But you also need to use PX1 and not POC to manage the Radiator and VRM Fans
This is also not a GPU fan so you need to look more at the VRM Fan Speed.
You have no GPU Fan so you should not really see voltage from what another Forum Member Posted.
Also you should get an update when you Install PX1 and I would recommend Version 0.3.11 BETA

Sorry I do use Precision X1 program, was writing from phone

Doesn't get hot at all, but I don't want to try for more than a few minutes if its getting over 90.

And I'm running v3.12, I also reinstalled it after this install. Is there a setting to enable pump, I don't see a pump status on the screen?

No not that I know of, I was hoping that it would at least show the RPM or Flow Rate.
Did the MCU update after you changed and installed the Hybrid Cooler.
Mine did after I installed the Hydro Copper Water Block.

I would recheck the Cables and make sure they are connected to the Correct Connectors on the PCB.

If you have PX1 Starting with the OS then Exit wait a minute and then start it back and look at all the Tabs Menu items.
We know we cannot Control the Pump but maybe see the RPM of it, I have issues with PX1 if I have it start with the OS.
I would review Page 2 https://www.evga.com/support/manuals/files/400-HY-1384-B1.pdf for the Connectors.

I'm not quite sure this update occurred, I don't see a pump icon anywhere in X1, does that mean I didn't get this? Tried restarting and exiting but don't see anything.

Have you Powered Off and Tuned Off the Power Supply?
But set PX1 to Not Start with the OS.

I set it to not start with OS, powered down, turned off power supply few 15s, started back up and manually started X1. Looks the same to me

I just re-checked mine and they did not change as well.
Best to put back on the Stock Cooler and RMA your Kit.

FWIW, did cross ship RMA and tried replacement parts, turned out to be the VRM heatsink, which I didn't suspect since the onboard fan there worked.  Maybe loose wire or connector somewhere that's hard to see.  Working now with a 20 degC drop in temps so all is well.
