Question about Primary and Secondary GPU Priorities

I wasn't sure if I should have posted here or in the X299 thread but here goes;
 
I just got my second EVGA 2080Ti FTW Ultra and plugged it into my x299 Dark. BIOS shows both cards at x16 which is great but now after booting Nvidia thinks the second card is the primary and the first card is the secondary.
 
I thought the primary was always going to be the PCI slot closest to the CPU? Im just confused because I still have all my monitors hooked up to the first card.
 
BTW, even X1 shows VGA2 as the one with all the higher clocks.

    That's normal. Just think reverse!

    It's been like that for many years with nvidia!

    When I had my two 980 Classifieds on x99 classified board, it wasn't like that.
     
    Is there a way to change this?

    Was the same for the 1080,1080ti and 2080 ect that I know of.. had 980 sli and I believe I remember it that way as well.

    Uninstall the drivers using DDU then do a clean install it should then detect the top card as primary.

    Mine do it as well on Both my X299 Dark Motherboards.

    @CraptacularOne I tried this and after rebooting, windows auto installed 411.70 and it still didnt make any difference.

    You can install every driver since the RTX was released and it is not going change the order.
    It is also the same on my X99 Rigs running GTX 1080 Ti Cards on one and RTX Cards on the other.
    This is also the same on my X299 Rig with 2 GTX 1080 Ti FE Graphics Cards.
