Welcome to the forums.
When ECO Mode is enabled, the fan in the PSU will turn on only when the logic programmed into the fan controller determines that it's needed.
Me, I would leave ECO Mode enabled and PSU cooling will take care of itself, turning the fan on when needed and turning it off when not needed (for silent operation during low load/temperature).
Constantly turning on/off ECO Mode will just put more wear/tear on the switch, of which the quality may be questionable..I've had some on/off switches break before.
