The Division 2 PC issue

I loaded up The Division 2 all excited. I cannot even barely get past load screens. It does freeze and will not go above 30 FPS. 
My setup is below and I have done all of these settings - http://frondtech.com/division-2-performance-guide-fix-lag-fps-drops-bugs-and-stuttering/
I have installed the latest GPU drivers.
I have turned off VSync and Frame Rate limit.
 
Also sound cuts out after the splash screens and the first load screen. No sound whatsoever with my headphones. 
 
Very frustrating!
 
Anyone else having these issues?

    What are you running your ram speed at? Is your cpu overclocked?

    Cpu only the default boost and ram is at the factory specs. Nothing overclocked.

    Factory ram specs? How fast is that?

    Have you done the latest windows update that supposedly fixes gaming issues that were introduced from a previous  update .??
     
    then I would go into the game & reset all settings to default , reinstall latest Nvidia drivers with clean install checked , restart system inbetween each time.
     Then start game back up and try changing only some of the basic settings first & test ....etc..etc... enabling each graphic setting one at a time and you may find the offending problem in the game.

    Prior to playing the game I had only been playing Overwatch. So when I loaded this game I did loaded the latest Nvidia drivers and started the game with default settings. It was freezing on my when I was just trying to create my character. I will keep looking though for sure. Thank you.

    Try setting your ram to 2666 mhz with the correct timings & voltage. See if that fixes the freezing issue. Do other games get stuck at 30 fps too?

    I currently with this newer build have only played Overwatch with no issues.

    Is it fixed? I dissabled Ansel from Nvidia (same goes for Metro: Exodus), ingame overlay from Uplay, and on-screen display from Rivatuner. I'm on DirectX 12, everythings maxed.

    Having issues with one game, and not another pretty much tells us the game is at fault. Not surprised either since the game is only 10 days old.

    I deleted Rivatuner, ctds are gone.

    There was a patch today that seems to have solved the issues. Yay!!
