Dual GTX 680s running different clock speeds in BF 5

Ill attach a pic of in game.  I have Dual GTX 680s and they are running at different clock speeds for some reason in Battlefield 5 and also in Resident Evil 2.
Everything is synched in XOC, so Im not sure what could be the cause.

    Memory Clock ?
     
    SLI just does not put the same demand on the second card (slot 1) - yes, they report backwards

    memory clock? not sure what that means.
    I was just showing that the GPU and memory speeds are shown like that the whole time during gaming.  ONE card is ramped up the whole time.

    Your Second GPU Looks to be almost @ idle ---> SLI is not using that card
     
    Nvidia Control Panel ---> Confirm SLI is turned ON
     
    Maybe your game is Not set to use SLI ?

    YES. sli is turned on and always is.

    Those two games don't support sli unless you do some tweaking to get sli working.
