I have tried multiple version of NVFlash and commands, but I have no idea what to do this is my first time attempting to flash a bios. This is for a 980Ti.

It looks to me like you are trying your hardest to ruin your video card. Why are you trying to flash a different BIOS to your video card, where did you get the BIOS, and what is different about the new BIOS which makes you want to use it?

If you want to really have the ability to mess up your video card, looks like you need to use version "NVFlash v5.206.0.1 All Checks bypassed", according to the above link. That way, you can make your 980 Ti think that it is a GTX 950 because you downloaded some bogus BIOS from who knows where.

Thanks for the input guys. I have been using the method demonstrated in this guide, and the version of NVFlash provided there did work, but now I have encountered a new problem. After flashing and restarting on the modified bios I keep running into an error 43 in device manager. I am still able to revert to the original backup bios and everything works without any issue, however I really want to get a higher maximum voltage in my bios to allow more overclocking headroom. I understand quite well the process of how to overclock and wouldn't try to push any crazy voltages, but I am inexperienced when it comes to modified bios, and don't know exactly what to change in order to raise the headroom to the 1281mV I am seeing frequently recommended.

So far what I have gathered through google is a recent NVidia driver is the cause of this error 43 in device manager with modified bios. I don't know if there's a way around this with using the latest drivers still or what the most recent driver it will work with is, and where to get said driver.

You'll have to go back to older drivers like 353.30 to get your modded vbios to work. The only workaround for the newer drivers would be to install the original vbios.
