EVGA NEX650G possibly dead?

Hello everyone,
I purchased an NEX650G in august of 2014 for my desktop.
Yesterday, my computer suddenly turned off while i was playing Diablo III, and since then i haven't been able to get it to boot up.
Whenever i turned the PC on, the fans start for a moment and turn off again. I disconnected everything from the PSU and did the paperclip test on it, and the same problem persists - the fan turns on for half a second, and then stops.
What do you suggest i do? Is the PSU dead?
