X99 PCIe PE6 is hot swap enabled, but why?

Anyone know why, or how to disable Hot Swap for PCIe 3.0 x8 | PE6 ?
The bottom PCI Express 3.0 Slot shows up in taskbar area as remove device if any card is installed.
I've tested it with IEEE1394a Firewire, and Sound Blaster Z.
 
I wanted to put my NVME there maybe, but I don't like this weird behavior.
It's done this since I got the board over 3 years ago.

    This is a bios problem. Only evga can resolve the issue by issuing another bios with a correction implemented.

    You can disable hot swap for the SATA Ports in the Bios but not the M.2 Sockets.
    Windows 10 Loves doing this on my X99 Motherboards as well.
    It is Not a Bios Issue, it is more an OS Issue and Driver Issues.
    Depending on what NVIDIA Driver I am running my Graphics Cards show up as well in the Task Bar that is.
    This started to show up after Driver 3.1

    If I go back to 3.0 goes away but also the MS Driver shows it as well but being that 3.1 seems to work well I still running it.
    On my X99 Classified MB running some NVIDIA 3xx.xx Drivers my GTX 1080 Ti K|NGP|N Hydro Copper 11G-P4-6799-KR would show up.
    But Driver 391.35 seems to work well and is not showing the cards in the Task Manager.
    Are you running the Current Chipset Drivers?

    Still my point stands. It could be a bios issue.

    Yes, Showing device manager as 10.1.3.1 as in the release notes.
    All SATA ports have hot swap disabled, and all sata ports are populated with 9 HDDs, and 1 SATA SSD.
    I have NO M.2 connectors on this board, but will be adding a PCIe - M.2 adapter card soon.

    That's not the same thing. SATA connectors and drives are designed to be hot swapped. PCIe slots are not. What GPU driver are you using?

    My intention was not to use nor utilize it, but rather disable it.
    The video shows that PCIe hot swap does work. But it was merely a joke on my part..
    I have no use for it.
     
    Like I said, it has done this since I bought it new 4 years ago 3/10/2015
    So many different drivers, all of them I'm sure.
    Currently using 10.1.17903.8106 | 1/29/2018at least that's what I installed
    Device Manager/System Devices/PCI Bus shows: 10.0.17763.168
     
    My mouse is wonky after installing my firewire card with attached Saffire Pro 14 audio firewire interface.
    In fact anytime I connect a USB3.0 device, Hard Drive, Or now this firewire card, My pointer mouse gets squirrely
    Like the DPI settings get changed. But that's another issue all together.
     
    Here's a picture of what is does. although I have never tried removing it.

    I just realized you asked what GPU driver I was using.
     
    417.75 - the newer drivers cause crashing, and gsync flicker.
