Few months ago, i bought i7 8086K, because i want to achieve 5 Ghz on all cores (i need 1.3 volts for 5 Ghz) , i replace my old TS13X (BXTS13X) (120 mm AIO) with EVGA CLC 280 (280 mm AIO). After some testing, i find out, that EVGA CLC 280, preforms just slightly beter  (2° or. 3° C) then TS13X (BXTS13X).  Average temperature in Far CRY 5 is 80° C, with fans on 100%.
I already replaced pre applied thermal paste, with Arctic MX-4 and see no improvementmy case (MASTERCASE MC600P)  is also well ventilated (case fans are set to 100%), i think that the temps should be at least 10° C lower.
In intel burn test, temperature rise to 90° (with fans on 100%), and it will probaly reach 100°, if i try to finish the test. ()

I set my clc as outtake (top of the case-pull configuration).
Room temp ist 23° C
Case is MASTERCASE MC600P, i have three 140mm stock fans (2 in the front (intake) and one in the back (outtake), they are plug directly into the psu (mobo have only two fan headers, so i just plug my fans into the PSU, that's why they are running at 100% all the time.

At full speed weird noise disappeared, but then the fans are loud like helicopter.
The highest speed of the pump is 2300 rpm (i think that the pump max speed should be around 3000 rpm).

You are pulling warm air through the radiator, that is not helping.  What happens with the side of your case open, maybe even point a fan at the PC ?
 
What kind of GPU in your Rig - it could be dumping heat into the case
 
Maybe the CPU contact or TIM is less than perfect ?
 
I'm running a CLC 240 on my AIO Folding Rig @ 100% speeds & noise is not a big issue.  I'm not saying if your ear is right next to it you can't hear anything, just saying it is not loud
 
 

I have asus gtx 1080 ti, it run from 65 to 70 degrees during gaming, so it definitely warm the case.
Its possibile that to much thermal compund causes the spikes?
I guess i will just buy ARCTIC Freezer 33 Esports ONE , and see the difrence.
Other problem is the heat that came through the radiator, its like electric heater, im not sure how im going to use my computer in the summer.

Because i wanna see the difference between cheap air cooler and my "premium" expensive water cooler, i bought arctic freezer 33: .
For Arctic freezer 33 i pay 30 EUR, EVGA CLC 280 cost me 120 EUR (+20 EUR shipping), EVGA CLC looks much nicer, but unfortunately this is the only +, Arctic freezer 33 is much quieter (EVGA CLC fans sounds like a jet engine), EVGA CLC also dumps all the heat outside the case and really warm my room for few degrees, and that can be a huge problem in hot summer, Arctic freezer 33 cause no such problems. 
Final and most shocking is temperature difference, CPU temps with EVGA CLC 280 should be at least 15° C if not 20° C lower then with Arctic freezer 33, but they are not,i no that is hard to believe, but cheap 30 EUR air cooler, preformed 10 degrees better than EVGA CLC 280 it's also much quiter and didnt heat my room like oven.
 

After 1 hour of gaming my coolant temp reach 42° C, if i shut down pc and turned on 3 hours later, the coolant temp is still very high (37 ° C), my room temp is 22 ° C, i think that the coolant is to hot.

Run your PC under idle conditions if you want the CLC to cool down.  Turning it off stops the pump & fan & the mass of the whole sealed PC has to cool
