GTX 670 Power Draw Issue

Hello everyone. I have an old GTX 670 that I've overclocked to wring the last bit out of before I upgrade. I got the card to stable clocks and use it mostly to play Apex Legends. At first everything was fine, the OC definitely helped and my frames went up. The issue however is that now when I'm in-game and playing, my card is drawing less power, roughly 70% as it shows in MSI Afterburner's OSD, and because of that, runs at much lower and unplayable framerate. This didn't happen before and what has me clueless is that when I am sitting in the lobby of one of these games, or look down at the ground or the sky, something which doesn't need to render much, the power usage will spike back up to 100-120% and my framerate will be fine. I'v set the game in particular to prefer Maximum performance in my Nvidia Control Panel, my card is relatively cool (anywhere from 55-70C depending on the power usage), I have the newest 418 drivers but was also having this issue on a set of old 380 drivers. Does anyone know what could be causing this? Thanks.

    If you remove the overclock, does the problem go away?

    Just undid all of the clocks, voltage, and power settings and yes its the same thing. It fluctuates between 60-75% when looking around, but looking at the ground or the sky, it goes up to 100% easy, and if I set the power limit to 122% then it can reach that. My GPU is also at 99% utilization the entire time, whether or not the power usage is low or high.
