Question on Z390 Dark Core Voltage Offset?

Ok so I see in the bios there is a setting for a vcore voltage offset.
It states it adds to the voltage set in the bios, so if one has say 1.20 and adds +200mv offset, it would yield a vcore of 1.40.
 
My dumb question is, why would one choose to add an offset rather than just setting the vcore to what they want anyway?

    Using an offset makes it so your CPU can have lower core and temps when no/low load.

    Ok thanks but is that different than just having vcore set to adaptive?

    The offset works in conjunction with adaptive mode.
