z390 FTW appears used out of factory sealed box.

I recently purchased a z390 FTW board for a friend. After inspecting the board it is clear this brand new factory sealed board has been used. With still waiting on parts there is no way for him to test if the board works. After many motherboards throughout the years through EVGA I have personally never seen this from a board fresh from the factory. There are fingerprints on the back plate for the CPU as well as a weird film on many parts of the board. Is this normal manufacturing processes now or are refurbished board now being packaged and sold at the retail price? Note all images have been resized to meet 500kb limit.

    The board was purchased and fulfilled by  Amazon.com Services, Inc. The board has been returned to Amazon for replacement. If desired I can attach the invoice with personal information blanked out.

    Sadly this happens sometimes and not just on Amazon but other websites as well.

    The other give away ( but not seen in the pictures) is the many small shrink plastic cover film on on items on the  front of the board.
     
    There are many and how easy they come off seems to be related to how long they had to dry out.

    Don't worry it's totally normal, brand new motherboards are manufactured and tested by employees most of the time with naked fingers without any gloves !! I've also bought a brand new Z390 FTW and mine was exactly like yours !! The stickers on the i/o aluminium cover are for protection !! There was no point in sending it back to Amazon !!!
