Yes, the reason is because the card most likely uses different components that require a slight vbios tweak.

My replacement EVGA 2080 Ti XC Ultra came with bios 90.02.17.00.7D, I had 90.02.0B.00.E4 on my faulty one.

you can flash and try the new BIOS, no problem. Google should be your friend : there is a patched versiomn of nvflash64.exe , a BIOS database on Techpowerup web and the "how to" many times written all over again.
