EVGA gtx 1060 SC Fan is very loud

Hi, I recently bought a evga gtx 1060 6gb sc (single fan). All seems to be working fine yet the card is running hotter and louder than I expected (through reviews benchmarks etc.).
Bought from Amazon UK
 
When gaming (Witcher 3 - 1080p high) with stock fan curve, noise is extremely loud at 70% speed  (2500+ rpm), yet temperatures are ok at around 71 °C.
When I used custom fan curve the fans are still quite loud and temperates get quite hot 80+ °C
 
I have a Fractal r4 case with 1 intake and 1 exhaust fan, however, when I took off the side panel I still had the same issue (around 70 C with 70% fans at 2500rpm and loud)
 
Room temp is around 20-22 °C.
 
Is this common for this card? From reviews, I assumed the card was quiet (40-50% fan speed) and cool (around 50-70 °C)
 
Is this normal for the card, is there anything I can do or is it worth returning the card?

    Hello welcome to the forum,
     
    The ACX 2.0 single fan setup can get as loud as I like to compare it to a 4-6'' desk fan on medium and as long as one doesn't hear any ticking, busing or grinding I would say at higher speeds a whooshing sound of air being moved should be normal.
     
     
     
    Edit: If you want to you can check and replace the thermal compound without voiding the EVGA 3 year warranty as long as one doesn't damage anything in the process.

    Thats why many of us move to Water Cooling ......Air Cooled cards are generally hot n loud ...unfortunately.

    Thing is, when looking at reviews, the card appeared to be cool and quiet with low fan speeds, so I am confused as to why mine isn't.
     
    Would more case fans help or any other advice?

    I would chalk that up as perception by the reviewers as to what they deem acceptable.
     
    No, as you stated you took off the side panel with the same results so adding more case fans wouldn't hurt but it also wouldn't help to achieve lower noise levels.
     
    My suggestion is move the system. You could try different placements to disrupt the sound from reaching your ear.
     
    Edit: Just a thought, maybe try a thin layer of acoustic noise dampening foam or self-adhesive mat and cut it to size and place it on the bottom of the case.

    What temperatures and fan speeds should I expect with this card? I've seen people say they get in the 60s when gaming with low fan speeds, yet i'm getting 70 C with 70-80% fan speed (3000 RPM)

    Well somethings to consider that can be different from the review testers would be are you overclocking the already factory overclocked 1060 SC and what FPS are you pushing to your monitor?
     
    If they tested at stock factory set overclocks than the GPU would run cooler Edit: than a further ocerclocked one and if they were running 60 FPS but you are running at 144 FPS that will cause more load and heat of the GPU.
    Also are you using V-Sync? I know for some games if I don't employ V-Sync my GPU will produce more FPS than needed and thus more load/heat.
     
    What size, make and model of monitor or number of monitors are you using?

    I am running the card at stock overlock settings on a 1080 60hz monitor, aiming for 60 fps. Yet the card is getting very loud at 70-80% fanspeed at 3000rpm during gaming. My room temperature is relatively cool as it is winter, around 20-22 C room temp.

    So outside of 70-80% not as loud like fan harmonic related noise?

    voltage is 650
    that's at stock speed out the box tho
