If those settings do not work, you can try my settings.
I had mine set like this on my EVGA FTW3 and my Classified3 boards with x5660 or w3680
 
I would set the Vdroop to without or no Vdroop
CPU V 1.3 to 1.35
CPUVTT to +125  to 150 Very important 
DimmV to 1.6
IoH Vcore 1.2
ICH Vcoew 1.2
Intel speedstep to enabled
QPI set one step lower than max, 5.866  it will increase with the buss
and with a x56xx you have to set the memory frequency lower, start at 1333 and see where you go when you raise the buss speed. increases with buss speed
In the memory frequency/voltage control and set CPU uncore frequency to 2 x the ram speed or one setting under 2 x 
You can also raise the low memory gap setting from auto to its max.

 If you are talking about what is listed in the control panel under system, it will never change. System in windows don't read the cpu speed, it just reports  what cpu is installed in the system. You will have to use a program like cpu-z to read the actual cpu speeds.
