Good day, my English is lame, but I will try to describe the problem as clearly as possible.
3 years ago I bought evga gtx 970, everything was great until the warranty period. On the video card fans ceased to turn on when the temperature rises. I noticed it after several times extinguished monitors in 3D applications (3d max, games).
Through the program "Spices" I recorded an increase in temperature(40,50,60 degrees), fans are not included.
Then I downloaded the program "evga precision" and there fans miraculously earned and spun according to the schedule. But as soon as you close the program, they stop working.
I have updated all drivers with a clean install.
Nothing helps, please help.

My suggestion is to contact EVGA technical support. I am unsure if this is a video card BIOs issue. Since the fans do speed up with precision it is difficult to say if the issue is hardware. The phone numbers are here:

The fans should turn on without having to use precision. I'd suggest you perform a clean boot of windows (not a reinstall of windows) to rule out any software conflicts that may be causing the fans on your gpu not to come on.
